The MA Medicare/Medicaid Outreach
and Education The MA Medicare/Medicaid Outreach and Education Program (MORE) in partnership with SHINE (Serving Health Information Needs of Elders) is a collaborative project between Elder Services of Merrimack Valley, the Executive Office of Elder Affairs, the Office for Refugees and Immigrants and Minuteman Senior Services. MORE’s objective is to outreach to and educate “hard-to-reach” limited English proficiency (LEP) elder populations throughout the state, about their eligibility for health care coverage, while educating them about Medicare and Medicaid errors, fraud and abuse. Through regional SHINE Program(s) and immigrant-serving community based organization(s) (CBO) partnerships, culturally and linguistically appropriate health insurance information can reach LEP elders from diverse ethnic communities. The following language groups have been identified as the largest LEP elder groups in the state: Haitian Kreyol, Khmer, Portuguese, Russian, Spanish, and Vietnamese. The long term goal of MORE’s promotion of partnerships between SHINEs and CBOs is to develop the capacity of service providers at CBOs to handle intricate health care insurance questions and problems for elders while enhancing the linguistic and cultural competency of the SHINE network.
